The Council of Anneal

Originally comprised of five blacksmiths from the founding days, the Council of Anneal draws its name from a forging term. To 'anneal' is to remove the internal stresses from metal, glass or earthenware through the processes of heating and gradual cooling. The Council handles all manner of domestic disputes (fighting over the right to lair expansion, or the choicest of ore veins, theft, petty rivalries), though oftentimes their job seems to encompass settling ill wills between the fire flight population on the island and those not considered 'native' to the region. Plague dragons in particular are faced with great animosity, as they possess a threat to the island's impressive ecosystems and rainforests; much of the Council's work is spent in appeasing both sides without favoritism.
For heavier crimes—egg stealing, murder and destruction of property—the Council takes up the mantle of the Tribunal, and has been known to pass especially harsh sentences as a preventative measure. Punishments can range from exile, lofty monetary compensation, indentured servitude, temple-cleaning and, in the most extreme cases, death by, quite literally being chucked into a volcano or drowned (particularly if the dragon has a fire affinity).
The Council is comprised of representatives from the largest groups currently inhabiting the island: Fire, Plague, Wind, Light and Ice.

Of the population that is not Coatl, there are concerns that their species are not being represented at all in a Coatl-dominant council and tribunal court, but the Council of Anneal assures them that this is not the case.
